Afternoon Agenda: 3/21/2023 Vail Town Council
Residences at Main Vail Update: (Memo, Presentation)
100% deed-restricted for rent units available beginning August 1, 2023
78 Parking Spaces, 144 Residents - intentionally designed to incentivize car-less residents to live closest to where they work (Vail Village & Lionshead).
2 pets per unit - $25/mo fee, $200 security deposit.
Lease Preference Tiers: 1.) Vail essential service workers 2.) Employed in Vail; 3.) Employed in ECO, but outside of Vail
Rents range from $1,700 1 bd/1ba to $2,160 for 2bd/2ba. Timber Ridge Residents can get a discounted rate ($1,800 2bd/2ba) to bridge the gap becuase they’re going to be unhomed by TR2.0 redevelopment.

Town Land proposed for Designated Open Space: (Memo, Map)
Designated Open Space is Vail’s most restrictive zoning designation and is as close to irreversable as zoning can be. It’s the TOV double-double-animal-style of preventing development and preserving our most precious lands. This memo recommends starting the process of making 5 parcels Designated Open Space. It also recommends putting 4 exsisting Designated Open Space parcels into a Land Trust. Land trusts are typically attractive vehicles for conservation because of the substantial tax advantages they afford private land owners in exchange for relenquishing development rights. It will be interesting to hear the pitch for engaging a land trust as a municipality.

East Vail Hiker Shuttle Pilot Program: (Memo)
TOV wants East Vail hikers to ride the bus. Dogs can’t ride the free TOV bus. East Vail hikers with dogs therefore must choose between their dogs and the bus. Proposing a 3 month charter bus program for East Vail hikers and also dogs. The pilot could be wholly funded with state grant money - meaning it might not require TOV to foot the $2,778-$3,333 per day bill. The project would test the demand for dedicated East Vail hiker buses, as well as the public tolerance for dogs on buses. At minimum it would give the TOV bus drivers some much needed breathing room.

2022 Town of Vail Social Media Year in Review: (Read it!)
Best part of the agenda! Communications has been doing the dirty dirty work of trying to distill the internet into actionable insights for the Town Council. Comm’s is crushing it!
Unsurprisingly the lions share of inbound messages are directed at Town Council - and Town Council doens’t actually read any of those messages. Data like this is an indicator that there is a substantial amount of public input that isn’t making it “in” via the offical channels (which are email and zoom/microphone). That input that is missing an “in” is that under 40 demographic.
So….what is the appropriate response for concerned citizens?
Matters from Mayor, Council and Committee Reports: This is like open mic night for council/mayor. You never know what you’re gonna hear. It’s usually a short conversation and interesting to watch.

Regulate Private Security Guards (Ordinance 5, 2023, Memo)
Badges, vests, weapons belts, and extra starchy uniforms might make you look like law enforcement officer, but it does not make you a law enforcement officer. The benefit of private security guards looking like cops is to provide a visual non-confrontational reminder that you should behave yourself. The downside is if you have or observe a negative interaction with private security, that may unfairly inform your opinion of the actual police if you are unable to tell the difference. Confusing.
A quick and easy way to identify the real thing is by the large patches on their shoulders.

How to Participate & Comment at Vail Town Council Meetings:
The first 10 minutes of every Evening Vail Town Council starting at 6pm is Citizen Participation (a.k.a Open mic night). You get 3 minutes to preach to a captive audience of your leaders – in person or over Zoom. This is the most powerful and underutilized channel of government engagement in Vail. USE IT!
Public comment pertaining to extra spicy issues that appear agenda may be held later on in the evening prior to a vote by the Council Members. If you have comments regarding an item on the agenda and you are not sure if public comment will be called at that time - just ask them during citizen participation at the beginning of the meeting.
Register in advance to participate by Zoom. Quick links to registration pages:
Show up to the Vail Town Council Chambers before the 6:00pm start to comment in person.
Email your input for the public record to publicinput.vailtowncouncil@vailgov.com and CC: TownCouncil@vailgov.com before 12:00pm on Tuesday. Your emails will be part of the public record, but will not be read aloud at the meeting.
